Failed to load Charges text and icon not visible when no charges available #643
Description
Summary:
When there are no charges for a particular client there should be failed icon and text saying "No charges found" but instead we get a blank screen.
Steps to reproduce:
Open App
From navbar select Clients
Select Client with no charges
From Toolbar menu select Charges
Expected behavior:
The app should show a failed icon and text saying "No charges found"
Observed behavior:
The app just shows a blank screen and nothing happens.

Nexus 5 Api 23
