Update the translation pipeline script and apply the latest changes to ja docs

This pull request brings:

• all the latest changes to ja docs
• stabler self-review workflow steps in the translation script

Before this change, the script occasionally failed to meet the requirements that should be covered by the self-review steps. I've merged them into a single step, and now it works much more reliably than before.
