added Yarra Ranges Shire Council data on the spreadsheet as a part of issue #97.

Thanks @hisayohorie :) I've merged this.

There was actually a bit of confusion in this, stemming from the process of editing a silly spreadsheet.

I (or someone else—probably me!) had left the spreadsheet filtered, so it wasn't showing that we already had details for the old yarra ranges councillors. I was still able to make use of the data you collected because it had updated image urls and https links. You also had one of the new councillors, but I did have to add two new ones Tony Stevenson, and Richard Higgins.

I also added end_date values for the councillors leaving and start_date values for the new ones. I realise that this step isn't documented anywhere, and without seeing the other examples in the spreadsheet, there's no way you would have known this. This is a great story of why we need #98

Really well done for getting this together despite all the craziness!
