This email seems to suggest they will only accept GIPA requests made in person or by postal mail: https://www.righttoknow.org.au/request/any_document_or_register_declari#incoming-3519

The Act (s41.4d) also says that requests,

must state a postal address as the address for correspondence in connection with the application

Which isn't promising.

I'm opening this issue so we can discuss what we should do.

We know that it's not uncommon for NSW authorities to accept requests but there's plenty of problems to work through. We should look into this as part of a broader bit of research. I've opened #566 for that.
