אפשר להחליף את "היא" במילה ניטראלית, למשל "זה" או מקף או חץ

@akariv thought of an idea to solve this, but I believe it is an overkill:

1. if the first word is "משרד"/"המשרד"/"אגף"/"האגף"/"מדור"/"המדור","חשב","החשב"
   use the word "הוא".

2. if first word is "יחידה"/"היחידה"/"מחלקה"/"המחלקה"/"ההתסדרות"/"הסתדרות"/"חשבות"/"החשבות"
   user the word "היא"

3. if none of the above, use " - "

(of course, we should be able to keep updating the words list for 1 + 2.
