Add new admins group #711

At the moment, we have defined lots of permissions that would allow doing many different operations. However, many of those administrative actions such as creating/removing groups, assigning permissions to other users... could be assigned to an internal admins group instead.

This way, we would be able to reduce the number of permissions one user have to assign and make it much more simple for users to use. Only users belonging to admins group would be in charge of those administrative roles and the rest of the users would only be able to perform the actions they have been authorised to.
