Allow zero or negative balance

User story

As a collective, when expenses exceed the available balance, displaying a positive value for Today's Balance is misleading.

Best solution for this problem

Allow either a negative or zero budget balance to show when approved, but not yet reimbursed, expenses are filed against the collective.
