Date picker on Compare page is squiffy

Trying to pick the actual dates you want to compare can be quite tricky, as it keeps reverting to the wrong month or year whenever Load button is pressed. It seems to be stuck in 2023. Needs investigating.

There was some code that limited the year to be between 2020 and 2023.
