With newer versions of the library, the kaf2json conversion crashes with an error that "XSLT 1.0 compatibility mode is not available". More information: https://stackoverflow.com/a/45600242

Pins the
saxon-xsltdependency since newer versions caused an exception "XSLT 1.0 compatibility mode is not available".Adds an ARM template for easy deployment of the kaf2json service to Azure PaaS.
