<<site_name>> is a special variable that should not be replaced. Some translation tools or translators replace < and > by opening and closing quotes in their locale, which breaks the automatic replacement.

Add a test, so that the l10n_branch fails it's PR build; From https://github.com/openfoodfacts:/openfoodfacts-server/pull/1643#issuecomment-460060416:

grep site_name po//.po |grep -v "<<site_name>>" |grep -v msgctxt
