If I'm reading this right, http://www.geopackage.org/spec/#_requirement-9 says:
SHALL NOT include any OMIT options from http://www.sqlite.org/compile.html#omitfeatures.
That would mean checking individually for all 30 or so of these things and failing if any of them are present. This seems like a bad idea. What is the point? Can we nuke this requirement?
