Since there is a one-to-one relationship between requirements and conformance classes in the OGC modular specification policy it is in a way arbitrary and editorial, but which URIs should be included in the /conformance response?

Currently it is the requirements class URI, but we call it the "conformance declaration". Is there potential for confusion and we should change this to require use of the conformance class URI?

Decision: Use the conformance class URIs. Clemens will update the text.
