@paulbastian you're right, the rendering problem is in the markdown preview in github

I don't think there's any need to change the *s to -s; we have other multi-level bullets that work fine. I suspect it's the number of spaces that is an issue. As it's also only a GitHub rendering issue and this has a ton of conflicts now I suggest we just close it and open a fresh PR with just the change in the number of spaces if we do want to fix.
