Editorial: 7.3 Entity -> Trust Mark Issuer

In the 7.3 under the bullet points we use the term ... Entity representing the accreditation authority ...

I propose to be more direct and change the Entity to Trust Mark Issuer or add a Trust Mark Issuer to that sentence for clarity. That's especially that we this paragraph is about inclusion of this entity in the trust_mark_issuers claim.

My understanding was always that the trust mark issuer must be part of the federation, otherwise there is no way to verify the trust mark. (Apart from direct trust into the trust mark issuer, but I would argue we are outside the spec in that case.)
The trust mark owner does not need to be part of the federation and can delegate issuance to an issuer within the federation.

A trust mark issuer must be member of a federation that has a trust anchor that the querying entity trusts.
It doesn't have to be the trust anchor/federation that the entity will use for the application protocol unless that federation demands it.
