ISO vs IETF keywords

The first version of the draft uses ISO keywords (lowercase "should" etc), because it was based off of FAPI which does the same. This issue is to track the discussion as brought up in the Apr 22 call.

I asked around a bit, and it sounds like the intent was that FAPI uses ISO keywords because they expected ISO to adopt the draft as well. However, ISO has also adopted OIDF drafts that use IETF keywords without any issue, so it was not necessary to change this for FAPI.
