FAL2 - Attribute Bundles (VCs)

SP800-63Crev4 Section 3.11.1 discusses requirements for attribute bundles in a subscriber held wallet (e.g. VCs). I believe this is out of scope for IPSIE and does not need to be included in the normative requirements at SL1. See #71.
