JDK-8317144: Exclude sun/security/pkcs11/sslecc/ClientJSSEServerJSSE.java on Linux ppc64le

After JDK-8161536 removed ClientJSSEServerJSSE.java from the exclude list, it still fails rather often on Linux ppc64le. Most likely because of issues with the NSS libs. So better exclude the test on this platforms again until a better solution is found.
