JDK-8320898: exclude compiler/vectorapi/reshape/TestVectorReinterpret.java on ppc64(le) platforms

Currently the test compiler/vectorapi/reshape/TestVectorReinterpret.java fails on ppc64(le) . Reason are missing optimizations on this platform. Exclude it for now.
