8344326: Move jpackage tests from "jdk.jpackage.tests" package to the default package

Move jpackage tests from "jdk.jpackage.tests" package to the default package.

Remove WindowsHelper.getTempDirectory(). It is faulty and found limited use. Updated dependent tests accordingly.
