8348328: Update IANA Language Subtag Registry to Version 2025-05-15

Please review this PR which updates the language subtag registry to Version 2025-05-15.

LanguageSubtagRegistryTest.java was updated with the preferred-values: hnm, eko, luh,sjc, sqm. A small change was also made to the test to improve the output as well.
