This pull request contains a backport of commit 831fe94c from the openjdk/jdk repository.

The commit being backported was authored by Erik Joelsson on 9 Dec 2025 and was reviewed by Sergey Bylokhov.

In jdk26, the revert of LTO for libsplashscreen in JDK-8372554 hasn't happened so this change will fix that too without needing to revert.
