Unclean backport, because Shenandoah 11u does not have concurrent weak reference processing and concurrent class unloading.

Additional testing:

  • Linux x86_64 fastdebug hotspot_gc_shenandoah
  • Inspecting AbstractGangTask uses in Shenandoah code
