Backporting for 11.0.13-oracle parity. I was unable to reproduce the CTW failure on current 11u.

Additional testing:

• Linux x86_64 fastdebug tier1
• Linux x86_64 fastdebug tier1 with -XX:TieredStopAtLevel=1
