8240555: Using env of JAVA_TOOL_OPTIONS and _JAVA_OPTIONS breaks QuietOption.java test

Backporting to stabilize the tests and for 11.0.13-oracle parity. I was unable to reproduce the test failure on current 11u. jdk/javadoc tests still pass.
