8277795: LDAP connection timeout not honoured under contention

I'm backporting this fix for parity with major releases.
Not clean patch because of absence of "8263855: Use the blessed modifier order", so slightly different context. NB: the code of this fix also does use not "blessed order":-).
All relevant tests do pass.
