8302182: Update Public Suffix List to 88467c9

Hi all,

This pull request contains a backport of JDK-8302182, commit 01b85129 from the openjdk/jdk repository.

The commit being backported was authored by Weijun Wang on 26 Apr 2023 and was reviewed by Sean Mullan.

It contains an update of the public suffix list which should be brought to update releases to keep them up to date as well.
