Backport of 8283728: jdk.hotspot.agent: Wrong location for RISCV64ThreadContext.java

The wrong location is 17 is not "risv64" as it was in JDK 19 but here it is "riscv" which should be "riscv64" to make jdk.hotspot.agent compile correctly.
