8280131: jcmd reports "Module jdk.jfr not found." when "jdk.management.jfr" is missing

I'd like to fix this issue in 17.

I had to resolve a #include in src/hotspot/share/jfr/jni/jfrJavaSupport.cpp. Probably clean annyways.
