8350964: Add an ArtifactResolver.fetch(clazz) method

I backport this for parity with 21.0.9-oracle.

Resolved PKCS11Test.java.

Omitted Launcher.java. That was only added by 8342442: Static ACVP sample tests

Had to adapt OpensslArtifactFetcher.java to Java 21.
