Backporting JDK-8339366: [jittester] Make it possible to generate tests without execution. Refactos jittester logic to separate generating tests with compiling and executing them. Ran GHA Sanity Checks and new tests directly. Patch is clean. Backporting for parity with Oracle.

Motivation: With this change, we make testing more flexible, and bring openjdk closer to matching oracle.

Risk: Low. Ran GHA Sanity Checks and new manual tests. Patch is clean. Although change has only been present in tip since September, 2024, change has been accepted by Oracle (and tests were previously closed source).
