8311923: TestIRMatching.java fails on RISC-V

Hi, I would like to backport this to jdk21u to make TestIRMatching.java test work on Linux RISC-V platform, test/hotspot/jtreg/testlibrary_tests/ir_framework/tests/TestIRMatching.java passed with fastdebug build using qemu systems and unmatched board.
