Backport of https://git.openjdk.org/jdk/pull/27264 PR

Clean implementation backport.

Manual merge of test sources: test/jdk/tools/jpackage/helpers/jdk/jpackage/test/TKit.java, and test/jdk/tools/jpackage/helpers/jdk/jpackage/test/PackageTest.java.
