GenevaERS and COBOL Programming Course interested in badging. Initially focus on Active stage projects. Waiting for projects to confirm recipents and @jmertic to get a design.

The GenevaERS project determined that we wanted to issue a badge for GenevaERS committers, to reward committers for their work on the project.
