I added information to clarify how to join the OMF. The previous link to join just went to the charter description page for membership.

LGTM, but one quick thing I noticed is that the Working Groups page says there are 3 working groups but there are 4 listed (https://openmodelingfoundation.github.io/governance/working-groups/#working-groups)
A typo?
