Building a simple CI framework that uses catasb to create
a cluster for testing. The CI will provision mediawiki and postgresql,
then bind them.

Travis does a better job of logging commands, their output, and
their status.
Provision script will provision mediawiki and postgresql.
oc cluster up was useful to unblock some testing.  But, we need to use
catasb since that's the expected environment.

The registries have stabilized. Merging now that it's back to green.
