* bump o/api, client-go, etc

* Capabilities: avoid running controllers when capabilities are not enabled

* avoid marshaling into an object

If we marshal into an object we bring a lot of unecessary fields witch
will caus problems with defaulting and also pruning configs when
merging.

* add test for expected full config
