Add support for setting DEBUG using rhc tools
According to bash help: -f FILE True if file exists and is a regular file. It is better to use -e since it can test for symlink too.
Just added simple check to improve default settings
The previous install requirement 'Django>=1.3' was installing Django 1.5.1, which resulted in an internal server error 500. I adjusted to 'Django<=1.4', 1.4 was the most recent version I found immediately compatible when testing.
Added check to set DEBUG to False on Openshift production environment and DEBUG to True for development environment
Currently, there is no way for the Origin server to communicate with (specifically, receive information from) a quickstart application to display whatever user credentials that the application sets up. In the long term, we need to create a means to achieve it, but until then, we write to a well-known location so that console's controllers can alert the user to this fact.

since the env has changed adding / at the end of the vars, the script should be updated as well
