Bug 2043590: vendor: bump aws terraform provider to v3.1.0-openshift-2 #5559

This bump is needed to include a fix for eventual consistency issues with aws_vpc_dhcp_options_association.

This bump is needed to include a fix for eventual consistency

The AWS SDK was also updated to v1.35.37.
