**What type of PR is this?**

**What does does this PR do / why we need it**:

I found that I had *no idea* what package manager I could use. I would
use Yarn for Node.js and found that it wasn't enabled... Same goes with
Java as well as Ruby (although that's unsupported) with their
corresponding package managers.

This adds more details to the GitHub README with regards to what package
managers are actually supported

**Which issue(s) this PR fixes**:

Fixes #2683
