cli: Extracting image as non-root fails on directory permissions #21350

Some images have non-writable directories, due to the way that root can write to read only directories. When extracting contents from an image as a non-root user where the directory was r-x we would get a permission denied error. Make the extract logic union our mode bits so that the current user can write the directory.
