"Government" could mean several things:

Local authorities (and a specific authority)
Central government (and a specific department)

To keep things simple we'll start with one local authority and one department

Greater London Authority
Department to be decided ...

This depends on #4 (partially)

For UK 25k we have:

A Data Package (JSON) for it: https://raw.github.com/okfn/dp-examples/master/uk-spending-central/datapackage.json
3.7 Gb CSV: http://data.etl.openspending.org/uk25k/spending-latest.csv

Given size of CSV (3.7 GB) should we investigate Google BigQuery or Elastic MapReduce or ...
