Essentially, just moving code around and ensuring that lint and the dummy test pass for py35

      Move files to new layered locations

This is in line with the (at the time of writing) agreed conventions on
where to put files in a layered source package.

      Get tempest charm into the the new conventions for layered charms

Essentially, just the final moving of things around and ensuring that the dummy
test passes, along with lint.
