IE9 support #1437

I suspect that trying to use iD with any version or IE should simply generate a message that it is currently not supported. Trying (accidentially) to use it with IE9 results in the following screen.

@simonpoole unless you specifically click 'iD' in the list, OSM.org will default to P2, no? iD is not supported and will not be supported in IE9. IE10 support is captured in #1431. Looks like the browser check is failing to flag IE9 as incompatible, though, and that should be fixed.

The request was not for IE9 support but for something reasonable to happen when somebody tries an unsupported browser :-)

Yep, the 'browser not supported page' could use some work. Moved that concern to #1444
