I had an existing node with name, note, phone, source and website. I added shop under all tags, hit tab, then focus was lost from the all tags area and the all tags section was collapsed.

I did also see this behaviour a few times (Chromium 25), and it can be quite annoying.
It only happens when the POI starts with the generic "Point" preset, and one adds a tag to the "All tags" table. And only if one didn't work with the "All tags" table on other POIs during the same edit session.
I think that it has to do with the fact that the generic "Point" preset starts with the "All tags" section expanded by default while the other presets don't. So, as soon as one enters a tag that matches any other preset, the currently focused field get pulled right away.
There is another glich which is closely related, I guess: Open a new edit session, add a POI with a regular preset, expand and close the "All tags" list. Add another POI, this time with the generic "Point" preset. Now the "All tags" section appears to be expanded, but the table is invisible:
