Add sender name to notification e-mail headers #177

I just got an e-mail from web@noreply.openstreetmap.org about someone having added me as friend.

Please add a "name" to the sender, such as "OpenStreetMap notification" or something, so that the "from" header will be "OpenStreetMap notification web@noreply.openstreetmap.org"

This is an issue with the OSM deployment/configuration, not an issue with the code, so is not appropriate here.

Probably the admin category in trac, but it's hard for an end user to realise that's a deployment issue rather than a code issue.
