This pull request adds an ad to the State of the Map 2013 USA site. It looks like this:
We're kicking up communications around the conference and have opened the call for proposals today. Early next week we will open registration. It's become important to drive more people to the conference site so we'd like to get an ad up on osm.org, ideally before the weekend,
fixing mobile map + other minor mobile adjustments.

Hey @tomhughes, when do you think you'll get a chance to look at this? The State of the Map US organizers recently put out the call for session proposals, and it would be great to be able to promote this from the OSM website soon.

I haven't looked at this yet because historically OSMF has objected to putting adverts for anything other than the main SOTM on the site - a few years ago I added a SOTM-EU one when requested and was then forced to take it off again.
So when this came in I passed it over to a couple of board members to ask if they were happy for it to go up, especially since I expect the main SOTM will be asking for one soon.
Out of the question I would say. We can't have a banner for SOTMUS on the front page of OpenStreetmap.org for a period of several months. It's too obtrusive.
CWG discussed this matter in relation to last year's light green SOTM PDX banner which appeared a month or so in advance of that event. This was also too obtrusive in my opinion, given the global nature of the project, the value we should place on "screen real-estate" on the left hand side there, and the fact that there are several similar local SOTM variants which sooner or later will be demanding the same treatment (We'll end up with different banners there all year round).
We didn't discuss it until after the SOTM PDX banner was put in place, and didn't decide anything until after it was time to remove the banner anyway, but we thought there should be a policy, and guessed that TomH would appreciate somebody laying down a policy on this. Our CWG recommendation was a clear and simple policy on front page banners: "The official foundation sponsored SOTM conference only"
Just hit up @harry-wood on chat - on closer examination there was actually no final decision by the CWG on this matter. More soon.
Yes on closer inspections of past emails, the issue was later passed up to management team. A few more emails flew around they were generally ....undecided. But at that time the SOTM Scotland event was allowed to have a smaller banner in the days (like two days I think!) running up to their event.
All in all it looks like I'll have to re-open a discussion about this, and I think it might as well be a public discussion (nothing of the CWG and MT discussions needed to be private really) Github probably isn't the place for that. Maybe the underused 'design' mailing list?
I do feel quite strongly though, that we shouldn't be slapping a large graphically intense banner ad on the OpenStreetMap front page three months ahead of this regional event
