[amenity-points] mapnik doesn't render nodes or ways tagged lock or lock_gate over waterway=riverbank

mapnik doesn't render nodes or ways tagged lock or lock_gate over waterway=riverbank
however it does render the weir over the water.

Osmarender does the opposite with the lock rendered but not the weir.

This has been solved in the meanwhile.
