[amenity-points] Render amenity=emergency_phone on Mapnik (changed to emergency=phone) #2816

[http://wiki.openstreetmap.org/wiki/Tag:amenity%3Demergency_phone amenity=emergency_phone] should be rendered on the Mapnik map. I propose that the attached icon be used, which (unlike the "E" icon suggested in the [http://wiki.openstreetmap.org/wiki/Proposed_features/emergency_phone feature proposal]) is clear and language-neutral.
