REST call to get multiple segments at once #308

The API has a call to get multiple nodes at once. It would be nice to have the same thing for segments.
Currently GET /api/0.3/segments?segments=14973929,16224486,14973928,15920283,17123751 results in a 404.
The same call for ways is not necessary.
