[landcover] Add rendering for place=allotments

There is a problem. If we have name=Name , landuse=residential+name=Name or landuse=allotments+name=Name, we see Name in Mapnik. But if we add place=allotments for purposes of addressing, we loose sign Name.

Adding a name tag just for the purpose of addressing would be tagging for Nominatim. If allotments need to be found, then Nominatim should be changed in such a way that it also searches for landuse=allotments with a name tag.

Therefore, I will close this issue as wontfix.
